The dual objective of Universalia: the spreading of scientific culture and the international promotion of the city of Vitoria-Gasteiz, distinctly determine the destiny of the projects.
The variety of sections that make up the Universalia program
aim to generate enough interest to give rise to two types
of reactions: a reaction of participation and another
that we could call the external repercussion reaction.

Participation:
It's an unrenounceable objective, which is the ultimate goal of Universalia: integrate the greatest amount of people possible within the foreseen distinctive activities. In order to successfully cover this aspect is, without a doubt, an effective spreading of cultural science. For this we can distinguish four types of audiences: |

- Local unqualified audience with basic education but receptive to new initiatives that are developed in the city.
- Local unqualified audience with an average to above-average education and interested in science and general knowledge.
- Local qualified audience in the chosen scientific field, but not necessarily specialized.
- Foreign qualified audience in the chosen scientific field not necessarily specialized, therefore hoping to increase in following editions, and in itself constitute the first step to the outward promotion of the city.

External Repercussion:
This is, without a doubt, a complicated objective, that necessarily goes through the achievement of the recognition of Universalia as an original initiative, designed to leave room for intellectual and cultural education and developed in all aspects of its program with quality and taking care of details. We understand that those who are going to value the final work will be university institutions, specialised fields in the spread of cultural science, as well as general and specialized press. In like manner, we think that generating a positive impression of Universalia will have direct repercussions on the outward projection of the city that hosts the event; therefore favouring the consolidation of positive projects that are able to stir up a healthy admiration by all.
